Covid-19 Response

The Town of Matthews has been working closely with our local, state and federal partners to respond to the Covid-19 crisis. As this is a rapidly changing situation, the Town will continue to assess how to best meet the needs of our community while following expert advice from our partners in emergency management.

Phase 3
Effective October 2, 2020, North Carolina and Mecklenburg County will move to Phase 3 through at least October 23, 2020. Phase 3 means the following for North Carolina:
- Large outdoor venues with seating greater than 10,000 may operate with 7% occupancy for spectators. 
- Smaller outdoor entertainment venues, like arenas or amphitheaters, may operate outdoors at 30% of outdoor capacity, or 100 guests, whichever is less. 
- Movie theaters and conference centers may open indoor spaces to 30% of capacity, or 100 guests, whichever is less.
- Bars may operate outdoors at 30% of outdoor capacity, or 100 guests, whichever is less. 
- Amusement parks may open at 30% occupancy, outdoor attractions only. 
- The limits on mass gatherings will remain at 25 people indoors and 50 people outdoors. 
- The 11 pm curfew on alcohol sales for in-person consumption in locations such as restaurants and outdoor bars will be extended to October 23.

Resources for Businesses

Additional Outdoor Dining Areas Permitted for Matthews Restaurants: In response to the three phase reopening of businesses in North Carolina and the limited seating capacity for restaurants in Phase 2, the Town of Matthews has implemented temporary measures to allow for additional outdoor seating areas for food and beverage establishments. In response to the local economic impact of the current health crisis, Mecklenburg County has created a COVID-19 Small Business Emergency Stabilization Loan Fund and a Microbusiness Stabilization Fund. The funds were created through the County's partnerships with Carolina Small Business Development Fund and Centralina Council of Governments.

The Small Business Administration has several loan and debt relief programs available for businesses including the Economic Injury Disaster Loans (see below). Please visit their website to learn more: and contact the local office of the SBA here:

Economic Injury Disaster Loans (EIDLs)
The SBA has approved the North Carolina Governor’s request for a disaster declaration, and you may begin the application process.  Applicants are strongly encouraged to use the online SBA application.  Alternatively, applicants may complete a  hard copy SBA application and mail it to SBA, though that will take longer to process.  There are no disaster loan centers established for this disaster declaration.
