Criminal Investigations Division

Criminal Investigations:  While all of our police officers are trained and prepared to investigate any criminal offense, the more intricate or time-consuming cases are assigned to the members of our Criminal Investigations Unit. Our detectives are responsible for the investigation of most felony crimes, serious misdemeanors, and pattern crimes.  These men and women work closely with our regional law enforcement partners to not only solve reported crimes but to identify and capture repeat offenders to prevent future crimes from occurring.

Our Staff: This team is comprised of ten sworn members: a captain, two sergeants, and eight detectives.  Five of the detectives are responsible for general investigations such as homicide, robbery, fraud, burglary, and many others.  Three detectives and a sergeant are responsible for all vice and narcotics investigations.  These include gambling, prescription fraud, prostitution, and all illicit narcotics organizations; one detective is currently assigned to the DEA Task Force for specific long-term narcotics investigations. 

Public Information Officer (PIO): The PIO is a sworn officer assigned to the Criminal Investigations Division.  The PIO is responsible for planning, organizing, developing and implementing communication actions for the department.  This is achieved by messaging through social media, web content, traditional media outlets, and other public relations platforms.  While the PIO is primarily responsible for providing information to the public and the media, they also foster positive communication within the agency.  The PIO plays a vital role in our efforts to maintain trust, legitimacy and transparency with the community.  

Crime Analyst: Crime analysis involves the systematic analysis for identifying and analyzing patterns and trends in crime and disorder. The Crime Analyst detects patterns which aid supervisors and commanders in deploying resources in a more effective manner while also assisting detectives in identifying and apprehending suspects. The Crime Analyst also participates in devising solutions to crime problems, and formulating crime prevention strategies. The position plays a key role in guiding the agency through team focused problem-solving initiatives.  There is currently one civilian employee assigned to the division as a Crime Analyst.  

Property and Evidence Technician: All property and evidence seized or taken for storage is categorized, stored and distributed by the Property and Evidence Technician. This full-time civilian employee housed within the division. This position is responsible for all associated requirements of property control.  These duties include release to owner, courtroom preparation, lab submissions, report review, disposition orders, destruction of items, advertisement of found property, video evidence from vehicle mobile video cameras and body worn cameras management and dissemination.

Training & Partnerships: Our detectives are trained in numerous specialty areas including crime scene search (digital photography, latent print recovery, tool mark impression, and many more); computer forensics and digital evidence recovery; cell phone forensics & evidence recovery; physical and digital surveillance; interview and interrogation.  Detectives must continually seek new training to keep up with the fast-changing technology that helps us investigate crimes.  Members of CID are also members of numerous investigative organizations in the Charlotte Metro area; these memberships provide an opportunity to share criminal information to help solve crimes in Matthews. Several detectives also assist on local state & federal task forces. 

All detectives assigned to the division work with our local and federal law enforcement agencies on a regular basis.  These positive working relationships are vital in finding long term solutions to crime problems. The sharing of resources and information allow all agencies involved to work in a more efficient and responsible manner.

Captain Roy Sisk - Roy Sisk has over 25 years’ experience in law enforcement and is currently assigned as the Division Commander of the Criminal Investigations Division.  Captain Sisk has previously served as the Patrol Division Commander as well as Interim Chief.   He joined the Matthews Police Department in 2003 and has worked as a Patrol Officer, Field Training Officer, Patrol Corporal, and Patrol Sergeant.  He served as a team leader within the department’s SRT for 6 years.  He is certified as a NC Law Enforcement General Instructor and has conducted in-service training in the areas of DWI Detection and Standardized Field Sobriety Testing, Officer Safety and Readiness, Rapid Deployment and Tactical Communications.  Captain Sisk received his Bachelor's degree from Wingate University and his Master of Executive Leadership degree from Liberty University. He is a graduate of the 26th class of the North Carolina Justice Academy’s Management Development Program and a graduate of the FBI National Academy.
